The entrypoint for OpenTelemetry metrics functionality in gRPC-GCP Fallback channel.

GcpFallbackOpenTelemetry uses OpenTelemetry APIs for instrumentation. When no SDK is explicitly added no telemetry data will be collected. See io.opentelemetry.sdk.OpenTelemetrySdk for information on how to construct the SDK.
