Creates a Tailer for the given file.

Parameters:

filepath - the file to follow.

interpreter - the TailerListener to use.

delay - the delay between checks of the file for new content in seconds.

maxPreErrorContextSize - max log lines before the error

maxPostErrorContextSize - max log lines after the error
