name - the name of the type parameter

upperBounds - the upperbounds

Returns:

the created and attached MutableTypeParameterDeclaration

Throws:

java.lang.IllegalArgumentException -

1. if the name is not a valid java identifier
2. if the upperBounds is null or contains null
